Among some 50 'sensible savings' ministers have recently urged local government to adopt are two complementary recommendations - to share senior staff and scrap the post of chief executive entirely. To the best of The MJ's knowledge, however, there is only one local government personality who currently straddles, comfortably or otherwise, the management divide between county and district level.
