Boroughs bid for CA status

London boroughs should be allowed to create combined authorities as part of the push towards devolution, finance experts in the capital have claimed. As the debate over devolution heats up, the boroughs fear they will be left behind as powers have already been pushed down to the mayor and Greater London Authority, and London is seen as a 'done deal'. However, the Society of London Treasurers (SLT) has argued that the powers do not go far enough and groups of councils should be allowed to join up at a sub-regional level in order to push economic growth and borrow for infrastructure projects on a cross-borough basis.
