A welcome boost

The Government's decision to lift the HRA borrowing cap is one of the most significant policy developments for many years. Along with increased availability of grant funding, it's a move that will boost council housebuilding and bolster our role as place-makers. Lifting the cap and allowing prudential borrowing makes it much more financially viable for councils to invest in housebuilding. After decades of imposed restraint, local authorities are now being properly empowered to build new homes at significant scale.
