A voltage boosting circuit performing a voltage boosting operation using a voltage boosting clock signal with a variable frequency and a method thereof are provided to prevent the waste of operation current during a voltage boosting process. A boosting voltage generator(135) boosts an input voltage in response to a boosting clock signal and then outputs the boosted voltage. A boosting frequency control part(110) changes the boosting frequency of the boosting clock signal in response to the result of comparing the level of the boosted voltage with the level of a target boosting voltage, and outputs the boosting clock signal with the changed boosting frequency. The boosting frequency control part comprises a comparator(112) comparing the levels of the boosted voltage and the target boosting voltage, and a boosting clock output part(115) increasing or decreasing the boosting frequency of the boosting clock signal according to the result of counting the comparison result. The boosting clock output part comprises an up/down counter(117) counting the comparison result and outputting the counting result as a boosting frequency selection signal value, and a boosting clock generator(119) outputting the boosting clock signal having a boosting frequency corresponding to the boosting frequency selection signal value.
