Despite a clear identification of a gap in services and support for young people, policy-makers have, so far, consistently failed to devise a long-term solution. This is the challenge the Government's Green Paper review of the youth offer is currently wrestling with. The Green Paper is now expected in mid-March, but the repeated delay in its publication is a testament to the magnitude of the task. Creating a coherent and seamless offer for all young people - complemented by specialists, where needed - is the challenge at all levels. Over the last two years, my organisation, 4Children, has been developing a network of Make Space clubs, with support from the Nestle Trust, to provide a positive, joined-up offer in direct response to research into the views of young people and their parents.
