Many council delegates attending next week's Chartered Institute of Housing conference will be in a state of agitation. The reason for their trepidation is that they will be waiting to find out whether their government regional office has approved the housing options appraisal, which shows how each intends to bring its stock up to the Government's decent homes standard. July is the deadline for completing the appraisals - which several look likely to miss - judging by a recent estimate that 100 authorities were still finishing off their studies last month. And quite a few have sent in what ministers would regard as the wrong answer.
