North East Lincolnshire council has made a Lazarus-like recovery in just two years from being the worst-performing local authority in the country with no stars to one that is now rated two-star and "improving well". It is one of only three authorities in the country which has improved at this rate, and it is now coming to the notice of ministers and the Audit Commission for the right reasons: the council is winning plaudits for a range of achievements and it is on the cusp of partnerships that will establish exemplars for other councils to follow.
