A determination unit 234 determines whether the agricultural machines are in the farm field by using the position data DT2, and determines whether the agricultural machines are under farming work by using the operation state data DT3. A progress level specification unit 235 specifies the progress level of the farming work on the basis of the number of times of determination of the determination unit 234 that the agricultural machine is in the farm field and being under farming work.
