Sector urges greater financial autonomy ahead of new CSR

Local government has called for a shift to self-assessment for business rates as part of the package of measures needed in November's Comprehensive Spending Review (CSR). Both the Local Government Association (LGA) and the Society of Local Authority Chief Executives (SOLACE) have suggested the move in their submissions to the Treasury in the run up to the CSR. In a letter to the Chancellor, SOLACE president Mark Rogers claimed local government 'does not function as it could' due to over-centralised governance, confused financial incentives and over-regulation. In its submission, the society suggested the Spending Review should deliver more financial autonomy, place-based budgets and devolved powers over economic growth.
