Poland Still Awaits a Sew Modernisation Plan

Despite many promises, Poland's MoND has still not released a crucial planning document - the 'A Plan for Technical Modernisation' (PMT) for 2017-2026. This means that some modernisation programmes might be delayed, while others will face a lack of legitimacy. Recently, MoND promised a new PMT would be ready within several months. However, this plan might be halted once again - two key Deputy Ministers have already resigned while Defence Minister Mariusz Blaszczak is rumoured to be about to follow suit in the near future. Meanwhile, in November 2018, President Andrzej Duda signed an act on defence obligation which heralds changes in the Polish C2 system. Thanks to this decision, from this point on the most important officer in the Polish Armed Forces is the Chief of the General Staff, who is senior to the other two top-ranking officers - the Chief of the Armed Forces General Command and the Operational Commander.
