One of the United Kingdom's most distinguished military historians has drawn a parallel between the decline of British military power and its manufacturing base. He noted that Whitehall tends to be dominated by classically educated people with little industrial knowledge or even comprehension. These people, to paraphrase his comment about the Imperial German Army's General Staff in 1914, are in the 21st Century but not part of it. The point is underlined by London's recent decisions on defence programmes.
