The king is the nominal commander in chief of the armed forces, but real control rests with the prime minister and the Council of Ministers, with the minister of defense responsible for administration. The top military officer is the chief of defense, who has general command of Norwegian defense in peacetime. He heads the Headquarters Defense Command Norway, located in Oslo. This organization is responsible for the joint command of all three services. Under the chief of defense, separate inspectors general are responsible for personnel and training for each of the three services: the Norwegian Army, the Royal Norwegian Navy, and the Royal Norwegian Air Force. Each inspector general also advises the chief of defense regarding individual procurement requirements for his service.
