From above, Denver International Airport (DIA) looks like a row of tents pitched across an expanse of windswept prairie. Incorporating highly sophisticated motion-control systems, the $4 billion airport—the nation's largest and most expensive—finally opened this February, almost a year and a half behind schedule and roughly $1.3 billion over budget. The delays and cost overruns were caused primarily by a malfunctioning baggage-handling system, which during early tests crushed and ripped bags and otherwise sent them astray.
