The events of September 11 have driven another impor-tant national concern to the backburner. That issue is energy policy. As we note in this month's Inside Washington, President Bush is clamoring for the Senate to act on energy legislation— and nothing looks likely to come out of the Senate until the next session of Congress. Meanwhile, we're in a situation that energy guru Matthew R. Simmons last month deemed to be a crisis.
