In the aftermath of the Second World War, much was changing in the British Empire. India became independent in 1947 but many colonies remained and the Empire still stretched across the world with Africa prominent. Colonial railway refurbishment and expansion was a priority, but shortages of materials made immediate solutions difficult, and by 1948 there were considerable problems in meeting demand.
