Spanish-backed Movistar Chile and GTD Manquehue - part of Grupo GTD - have refused to sign a new set of guidelines for cable operators, which aim to abolish exclusive contracts between telcos and building owners and administrators, ensuring open access to internal networks of buildings and thereby allowing residents in multi-home properties to choose their own service provider. Internet service providers VTR, Claro, Entel and DirecTV have signed-off on the new set guidelines, but GTD and Movistar have refused, saying that an additional provision to include open access to infrastructure connecting directly to the buildings was tagged on "at the last minute." The extra provision lacks clarity, Movistar claims, as "it is not stated from where these products are shared." The operator adds that the inclusion of external networks "exceeds the initial spirit of ensuring freedom of choice for users," accusing the four signatories of attempting to use the new guidelines to gain access to infrastructure that it has installed at great expense.
