Managing Cities in Developing Countries: The Theory and Practice of Urban Management

Urban areas in developing countries are faced with a plethora of complex problems including urbanisation, social, economic and environmental issues, and the financing of urban infrastructure. The theory and practice of urban management' provides an interesting framework for thinking about these problems, together with a strategic vision for addressing some of the issues mentioned. The author argues that urban managers have to make their cities more competitive through the new opportunities provided by decentralisation. He suggests that the formulation of a development strategy and the use of elements from new public management theory will improve urban governance and service delivery. In addition, emphasis is placed on the importance of involving different stakeholders, which will lead to an integrated analysis of urban problems and, consequently, integrated solutions.
