Directive-Type Memorandum (DTM) 11-003 - Reliability Analysis, Planning, Tracking, and Reporting, signed March 21,2011, by Under Secretary of Defense for Acquisition, Technology, and Logistics (USD (AT&L)) provides direction and procedures for DoD Agencies and Activities to immediately enhance reliability in the acquisition process. The DTM focuses on robust design for reliability practices and early analysis of development and life cycle sustainment costs. It creates a need for program planning and cost estimating tools that reflect the impacts of robust engineering design practices, and estimate costs for both product development and sustainment.
