A Cost-benefit Analysis of Coal-based Power Enterprises Based on the Perspective of Total Cost

The majority of existing cost-benefit analyses on coal-based enterprises is conducted from the angle of traditional cost. However, the definition of internal cost is relatively unreasonable and the integration with external cost is ineffective, which contributes to the bottleneck problem of the coal-based enterprise cost-benefit analysis. The key reason must be that an economic value system based on the total cost has not been established. The present paper firstly carries out researches on the measurement of external environmental costs by means of energy chain analysis method, market value method, replacement/repair cost method, etc; then, establishes a total value measurement system on the basis of traditional cost; finally, analyses the cost-benefit of China's coal-based power enterprises from the perspective of total cost.
