Major Issues Discussed at the DOT Third-party Packaging Certification Agency Meeting

The U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration's (PHMSA) Office of Hazardous Materials (OHM) hosted a meeting of all DOT third-party laboratories, the first since November, 2005. Representatives from PHMSA's Approvals, Enforcement, Technology, Standards and International Standards offices attended the meeting, along with approximately 40 participants from 30 of the 41 approved laboratories. Also in attendance were representatives from the US Army Materiel Command's (USAMC) Logistics Support Activity (LOGSA) testing facility located at the Army Depot in Tobyhanna, PA. Don Burger, DOT'S Chief of Special Permits and Approvals, facilitated the meeting. The meeting was held July 29-31, 2008, in Scranton, PA. Test reports and standardized test methods were the two areas that received the most attention from the group.
