PPROBLEM TO BE SOLVED: To examine whether or not a paper certificate is not expired in addition to checking whether it is falsified or not. PSOLUTION: A certificate issuing processing system 10 is provided with: a certificate data issuing device 100 provided with an information reading section 110 for reading watermark data corresponding to the kind of certificate information and a background pattern of a ground watermark from a database, an encrypting section 111 for encrypting the watermark data using an encryption key having a valid present date/time out of encryption keys corresponding to the kind of the certificate information, a data generating section 112 for executing the processing of embedding the encrypted watermark data into the background pattern and the processing of composing the background pattern with the read certificate data by using the ground watermark processing to generate certificate printing data and a transmission section 113 for transmitting the certificate printing data to the certificate issuing machine; and the certificate issuing machine 200 provided with a printing section 210 for receiving the certificate printing data from the certificate data issuing device 100 and printing a certificate in a recording medium.
