PROBLEM TO BE SOLVED: To reduce burden of processing of an electronic authentication device in issuing a collective behavior certificate.;SOLUTION: A behavior certificate issuing apparatus 7 calculates a hash value for each of all character strings of the contents of used services transferred from an electronic authentication device 1 of a service user, and transmits the calculates hash values to a TA5. Upon receiving the hash value, the TA5 generates a secret key using the hash value as a public key and transmits the generated secret key to the behavior certificate issuing apparatus 7. Upon receiving the secret key from the TA5, the behavior certificate issuing apparatus 7 stores the public key corresponding to the received secret key and character strings. The behavior certificate issuing apparatus 7 transmits a request of using service therefrom to a certificate verifying apparatus 8 of a service provider, and upon receiving the request condition from the certificate verifying apparatus 8, the issuing apparatus 7 selects character strings matching the request condition of the certificate verifying apparatus 8 from the stored character strings and issues a collective behavior certificate.;COPYRIGHT: (C)2009,JPO&INPIT
