PROBLEM TO BE SOLVED: To provide a behavior certificate issuance method and system that reduce leakage of personal information.;SOLUTION: When a user terminal 21 accesses a service provider server 22, the service provider server 22 sends fact information that does not include information identifying the user but includes minimum information necessary to identify the fact of access to a fact finding server 24. When a service is received by the service provider server 22, the user terminal 21 sends fact information to the fact finding server 24. If the fact information from the service provider server 22 matches the fact information from the user terminal 21, the fact finding server 24 generates and sends to the user terminal 21 a parameter corresponding to the fact information necessary to generate a fact finding behavior certificate.
