As indicated in Part 1 of this report, final rule for HM-219A was scheduled for the first quarter of this year and is expected to be published very soon. In this article we look at comments submitted to the 2016 notice of proposed rulemaking (NPRM), particularly those that may lead to revisions or withdrawals of proposed changes.
