The present invention relates to an automatic civil petition issue machine and an operating method thereof. The automatic civil petition issue machine for issuing a certified document includes: a fingerprint input part receiving bio fingerprints of a civil petition applicant for identification during a certified document issue procedure; a fingerprint determination part receiving the bio fingerprint of at least one finger of the civil petition applicant through the fingerprint input part and comparing the received fingerprint to fingerprint data obtained from a plurality of administration institutions to identify the civil petition applicant; a form and fingerprint identification part separating fingerprints and fingerprint seal forms in data in which fingerprints and fingerprint seal forms of the fingerprint data stored by the administration institutions are mixed; a control part controlling at least one of the fingerprint input part, the fingerprint determination part and the form and fingerprint identification part; and a fingerprint data tuning part identifying a fingerprint and a form, and then, deleting the form and converting only the fingerprint into data.
