this article critically discusses implications of "coercive" policy transfers. An in- creasing amount of literature deals with that type of policy transfer which is inten- ded by the importer country. The coercive type of transfer is sometimes mentioned, but mainly neglected by the literature in its implications for the prospective success or failure of transfer. This is in obvious contrast to the fact, that "conditionality" of access to certain resources, controlled by powerful international organisations or nation states becomes an increasing important part of their strategies to disseminate policy approaches, programmes and instruments.
