Die Rolle des Europäischen Amts für Betrugsverfolgung (OLAF) im Kampf gegen Lebensmittelbetrug

In the wake of the 2013 horse-meat scandal awareness of the need for EU action to combat fraudulent activities in the area of food has been growing in the EU institutions, and the fight against food fraud was made a key priority on the political agenda of the EU. The European Anti-Fraud Office (OLAF) contributes to this objective through its investigative as well as coordinative functions, and with OLAF's help successful seizures of counterfeit coffee have been made in Belgium as well as France. In a first step, the author explains OLAF's legal structure as well as the organization's core tasks. In a second step, he illustrates the EU's efforts in the fight against food fraud and how OLAF has been contributing to it. Finally, current problems on a European level in the fight against food fraud are highlighted.%Seit geraumer Zeit gibt es auf europäischer Ebene Bestrebungen, Betrügereien bei der Produktion und beim Transport von Lebensmitteln durch verbesserte Zusammenarbeit im Bereich der Strafverfolgung pan-europäisch Einhalt zu gebieten. Bereits im November 2014 hatte der Rat der Europäischen Union in seiner Stellungnahme zu verstärkter Kooperation der Strafverfolgungsbehörden im Kampf gegen Lebensmittelbetrug die Europäische Kommission ausdrücklich dazu aufgefordert, dem Thema erhöhte Aufmerksamkeit zu widmen. Dieser Anregung folgend wurden auch beim Europäischen Amt für Betrugsbekämpfung (OLAF) Überlegungen dahingehend angestellt, Betrugsfälle mit Lebensmittelbezug in den Fokus seiner investigativen und koordinierenden Tätigkeiten miteinzubeziehen.
