摘要

With defense budgets shrinking around the world, funding for EW is increasingly difficult to come by. Sure to be a problem as these budgets continue to dwindle will be identifying the critical EW programs to pursue with the limited resources available. Maintaining any significant degree of EW capability requires frequent "tweaking" of those systems and the development of new ones to keep up with the constant "cat and mouse" game that typifies the EW environment. As new threats emerge and proliferate around the globe, EW planners must come up with a way to prioritize their funding decisions.
