Recent information technology advances have resulted in the ability to evaluate platform, sensor and operational concepts well ahead of Milestone A decisions. Emphasizing the tenets of model-based engineering, the United States Marine Corps' Framework for the Assessment of Cost and Technology (FACT™) provides decision makers with the systems engineering tradespace data (e.g., capability requirements analysis, cost, schedule, performance) needed for up-front feasibility evaluations within a persistent systems engineering environment, effectively promoting collaboration and data reuse. The goal of this Special Issue is to collect examples of methodology, implementation and cases where model-based collaborative analysis frameworks are supporting Better Buying Power via Model-based Systems Engineering (MBSE), especially where such MBSE-oriented frameworks enable concurrent analysis across multiple analytical domains. Potential contributions can include, but are not limited to:1. use of model-based approaches in the acquisition decision cycle;rn2. use of MBSE frameworks for acquisition/MBSE education;rn3. methods and value added of using MBSE frameworks in support of military training exercises; 4. examples of using MBSE frameworks in retrofitting existing platforms (e.g., counter improvised explosive device (C-IED) systems, C4I, cyber security, etc.);rn5. MBSE enabling technologies and/or associated modeling and simulation methods that support the development of MBSE frameworks 6. relationship of MBSE frameworks to lifecycle modeling tools;rn7. the need for general frameworks for modeling and simulation test-beds that result in advanced development of platform and sensor components;rncase studies of existing MBSE frameworks thatrnhave been used to support rapid prototyping;rn8. using MBSE frameworks to automate systemrndesign: tools, techniques and methods;rn9. representing/analyzing program risk using MBSErnframeworks;rn10. visualization or other human interaction withrnMBSE data and information;rn11. scenario planning (e.g., use of legacy cyber attackrndata to prescribe different threat types);rn12. organizational change and process transformationrnrequired to perform MBSE;rn13. case studies of value added or capability leaprnachieved with MBSE.
