N, E and F were terrorist suspects who had been subjected to a control order pursuant to s. 2(1) of the Prevention of Terrorism Act 2005 in order to disrupt their potential involvement in terrorism-related activity. In A v United Kingdom Application No. 344/05 (2009) 44 EHRR 29, the Grand Chamber of the European Court of Human Rights held that an implicit requirement of the right to a fair hearing under Article 6 of the European Convention on Human Rights was that when a control order was imposed, a controlee had to be provided with sufficient information about the allegations against him in order to enable effective instructions to be given to his security-cleared counsel or special advocate.
