From Policy to Implementation in the European Union: The Challenge of a Multi-Level Governance System

So much research in EU policy making looks at the earlier stages of the policy-making process while ignoring what happens beyond the decision point. With this book the author proposes a shift in analytical focus towards policy implementation and, as such, is concerned more with the 'downstream' effects of policy than the politics of 'upstream' activity. In particular, with a focus on cohesion policy, and how it is implemented in Italy, Spain and Poland, Milio seeks to identify which factors at play in multi-level governance (MLG) help explain effective-and by extension, ineffective and delayed-implementation.
