I can remember ATC procedures specialists at FAA Headquarters dreaded that note from the ATC Procedures Division Chief of the Air Traffic Service regarding their proposed controller handbook changes. It usually meant that the Chief either disagreed with the change or was not fully convinced of its need based on the written justification. Often, however, "Let's Talk" just turned out to mean "Explain to me how this will work operationally." He simply wanted to fully understand the operational impact the change would have on ATC operations at an intuitive, common sense level before he made his decision on whether or not to approve it.
