摘要

After the 1995 the Great Hanshin-Awaji Earthquake, the 11 areas with most severe housing damage were classified as Reconstruction Land Readjustment Project areas. For the 10,000 households of these areas, many who wanted to return to their former residential areas, Kobe City built 528 units of public housing with priority for people who lost their houses due to the Reconstruction Land Readjustment Project. However, by 1999 when they were constructed, only 405 households entered these units.rnThis study aims to evaluate why this number was not higher. The resulting main points are as follows. There was a lack of timely information for residents, which lead to many people moving to distant temporary housing and then public housing in other distant areas.
