Course correction: Project Overmatch and the US Navy's shifting strategy

US Navy (USN) leadership is pressing forward with the development of an advanced information technology architecture to digitally synchronise widely distributed forces. Known as Project Overmatch, the initiative is designed to develop and integrate resilient command-and-control (C2) networks to improve and accelerate the teaming of unmanned air, surface, and underwater vessels with manned weapons and platforms. USN officials see the initiative, which will underpin the service's new Distributed Maritime Operations (DMO) concept, as the navy's best chance to counter China's rising presence in the Indo-Pacific region. Speaking during an expeditionary warfare symposium in February Vice Admiral Phil Sawyer, deputy chief of naval operations for operations, plans, and strategy, said the DMO concept "will enhance battlespace awareness and influence; generate opportunities for naval forces to achieve surprise, neutralise threats, and overwhelm the adversary; and impose operational dilemmas on the adversary".
