Afghan probe highlights breakdown in local security in fall of Kunduz to Taliban forces

A report by Afghan investigators into the circumstances leading to the brief fall of Kunduz to Taliban-led forces in September has been sharply critical of the role played by local security and intelligence services. Army, police, and intelligence agency personnel all abandoned their posts in the face of the Taliban advance, according to the report, which left Kunduz virtually unguarded when Islamist militants entered the city on 28 September. The investigation - which was led by the former head of the National Directorate of Security (NDS), the domestic intelligence agency, Amrullah Saleh - identified a failure of leadership and lack of co-ordination between local security forces as primary reasons for the fall of Kunduz.
