A Finnish Defence White Paper due out later this year is expected to break with tradition and announce the adoption by the Finnish Air Force (FAF) of an air-to-ground defence role. Protection of territorial integrity is a key tenet of Finland's defence doctrine. According to Janne Kuusela, an adviser to the International Defence Policy Unit at the Finnish Ministry of Defence: "The goal of Finland's defence is to guarantee the country's independence, secure the livelihood of its citizens, prevent Finnish territory from being seized ... Finland's defence solution is based on territorial defence."
