The complaint by Science Applications International Corporation (SAIC) about the decision to award Ground Combat Vehicle (GCV) contracts to competitors has been rejected by the US Government Accountability Office (GAO). SAIC filed the protest, which resulted in a stop-work order on the US Army's GCV programme, on 26 August after its team was not chosen to proceed into the GCV infantry fighting vehicle's (IFV's) technology development phase. In an email to reporters on 5 December, Ralph White, the GAO's managing associate general counsel for procurement law, said the office's review "led us to conclude that the army's evaluation decisions resulting in the award of only two contracts were reasonable, consistent with the stated evaluation criteria and did not improperly favour the successful offerers over SAIC".
