Afghan national security forces assumed responsibility for security in the whole of the country on 17 June, completing the fifth and final transition from the NATO-led International Security Assistance Force (ISAF). Meanwhile, the Taliban announced that they would take part in peace talks and that they would open an office in Doha. In a background briefing on 19 June, Obama administration officials said that the peace talks would start in Doha soon. This timeline was thrown into doubt almost immediately by the government of Afghan President Hamid Karzai. Kabul cancelled talks with the US on a post-2014 security treaty and on 21 June a spokesman told Sky News that no Afghan officials would join the Dohar meetings as the Taliban "are not interested in peace" and were positioning themselves as a government in exile.
