Risk assessment for printed packaging: set-off

Printing inks are not specifically governed by either EU regulation or Italian law. However, art. 31 of DM 21103/73 states that "coloring by means of printing" must not be performed on the side destined for food contact, and the appendix of EC Reg. 2023/2006, regarding good manufacturing practices, returns to the idea that "printed surfaces must not come into direct contact with food products". This appendix also specifies that "printing inks applied to the side of the materials or objects not in contact with food products must be formulated and/or applied in such a way that the substances present on the printed surface do not migrate to the side in contact with the food product:a) through the substrate or b) caused by set-off during stacking or on reels in concentrations leading to quantities of said substances in the food product not in line with the provisions of article 3 of EC regulation n. 1935/2004".%Gli inchiostri da stampa non sono regolamentati in modo specifico né dalla normativa comunitaria né da quella nazionale. L'art.31 del DM 21/03/73 però, impone che la "colorazione a mezzo stampa" non possa essere effettuata sul lato destinato a contatto con l'alimento e il Reg. 2023/2006/CE riguardante le buone pratiche di fabbricazione, all'allegato ribadisce il concetto che "Le super-fici stampate non devono trovarsi direttamente a contatto con il prodotto alimentare". Questo allegato inoltre specifica che "Gli inchiostri da stampa applicati sul lato dei materiali o degli oggetti non a contatto con il prodotto alimentare devono essere formulati e/o applicati in modo che le sostanze presenti sulla superficie stampata non siano trasferite al lato a contatto con il prodotto alimentare.
