I applaud Barry Bozeman's call for an expansion of the mission of state economic development agendas and increased attention to the reduction of income inequality, alleviation of poverty, and closing of racial and class divides ("Expanding the Mission of State Economic Development," Issues, Winter 2000-01). The problems in state economic development programs are more serious than he describes, and the content of governmental policy in many states is far more politically opportunistic and less farsighted than suggested by his citation of Georgia's experiences.
