Governments should take urgent action to address policy barriers to energy efficiency plans, which have long been identified as the most cost-effective, short-term means of fighting climate change, according to a report published Oct. 15 by the International Energy Agency. The report, Mind the Gap—Quantifying Principal-Agent Problems in Energy Efficiency, suggests that the "split incentives," or energy efficiency barriers, between investors and energy users are currently limiting benefits from energy efficiency programs.
