Poland Prepares Law on Greenhouse Gas Emissions Trading to Ensure Free Allowances

Poland's Council of Ministers (Cabinet) Feb. 15 approved a draft law specifying greenhouse gas emissions trading principles for the third phase of the European Union's Emissions Trading System (ETS), which begins in 2013. Environment Minister Andrzej Kraszewski said Poland's Parliament should put the draft on a fast legislative track because a delay could cost the country billions of euros. Its enactment is a condition for the European Commission to grant Poland free allowances for modern electricity generating plants, which are being built. The measure would replace a 2004 law.
