European Commission Proposes Law To Ensure Responsible Dismantling of Ships

EU shipowners would be permitted to send obsolete vessels for dismantling in ship-breaking yards in developing countries under a legislative proposal published by the European Commission on March 23. Currently, old EU ships classified as waste can legally be sent only to Organization for Economic Cooperation and Development (OECD) countries-among the world's wealthiest-for dismantling. Shipowners commonly sidestep the restriction by selling their vessels to non-EU owners by or re-flagging them under non-EU flags prior to sending them for breaking.
