Finland's government wants to mandate the country's stated goal of reducing greenhouse gas emissions by at least 80 percent by 2050, compared to a base year of 1990.The country's new Climate Change Act, published June 5, would establish a planning and reporting system requiring all government ministries to ensure that sectors under their control meet intermediate emissions-reduction targets.The law also would lay out measures to better define the climate policy of state authorities and initiate a new planning and monitoring system.
