The PRC Government will provide support to the use of ethanol fuel throughout the country by 2020, as it aims at intensifying anti-pollution efforts. It is planning to strengthen the capacity of the biofuel industry according to National Development and Reform Commission (the NDRC) and the National Energy Administration (the NEA). It will put effort into reduction of green house gas emissions and making better use of expired or over-capacity agricultural production. It aims to build a liquid biofuel system and put into operation for a demonstration facility, which will be able to produce 50,000 tons of ethanol derived from cellulose a year by 2020. Guangxi is the first province to commercially produce ethanol with cassava instead of grain. According to the NDRC, China is now working on a plan of ban on petrol and diesel vehicles. The ethanol plan will phase out production and sales of fossil fuel cars to reduce pollution and save fossil fuel.
