Andy Rose, MD of Balfour Beatty Civil Engineering gives a contractor's perspective on building infrastructure in Britain. As MD of a company that has already acquired a substantial share of the first DBFO road projects, Andy Rose is understandably very much in favour of the system. Not least among the advantages is that the very size of the projects reduce the competition: "the UK civil engineering market has suffered for many years from oversupply, with far too many players chasing far too little work, but for DBFO roads there are only a small number of players who can afford to pursue new projects. The medium-sized players have formed consortia and now there are a sensible number of players in the market - 8 or 9 as opposed to 13 or 14."
