Wherever one looks in the world, it seems that funding for road maintenance is either inadequate or non-existent. While new construction is often funded privately, the bill for upkeep of existing roads is invariably the responsibility of the public authority at local or national level, and when public money is in short supply, the road maintenance budget is rarely a high priority.
