In the Bush administration's final days, the Pentagon expanded the set of terms used to describe, assign and budget for key military capabilities, cementing the vocabulary the Defense Department will wield on the new administration's watch.rnA Jan. 12 internal memo sent to the service secretaries, Chairman of the Joint Chiefs of Staff Adm.
