Pentagon Appeals Congressional Proposals Limiting Contract Services

The Pentagon is appealing two congressional proposals that seek to limit the funding and types of personnel used in contract services. In appeals submitted to Congress last week and obtained by Inside the Pentagon, DOD objects to a Senate proposal that would limit the amount the department could obligate for contract services in fiscal years 2012 and 2013, and to a House proposal that would limit the use of contractor personnel "for functions that are inherently governmental." The Senate's version of the FY-12 defense authorization bill would require the amount obligated for contract services to "not exceed the total amount requested for the department for contract services in the budget of the president for fiscal year 2010 adjusted for net transfers from funding for overseas contingency operations."
