MISO plan to serve non-members advances; monitor says market performed competitively

Two components of Midwest Independent Transmission System Operator's plan to better integrate neighboring systems into its Day 2 market have passed muster, but a third component was found to be deficient. The June 13 order (ER08-637) gave the grid operator 60 days to respond to more than four pages of questions and said once the deficiencies are "cured," a technical conference will be used to address "broad policy issues."rnSeparately, in a presentation scheduled for MISO's markets committee meeting last week, Independent Market Monitor David Patron concluded the region's energy markets performed competitively in 2007. But based on estimates of annualized costs for new generation and net revenues, the MISO markets could not support the roughly $80,000/MW-year cost for new natural gas turbine units and only one congested area saw net revenues in excess of the $120,000/MW-year investment for combined-cycle generation.
